North Carolina is not adult-use. It is not a medical marijuana state with shops. Home grow is zero plants for adults and for anyone using the narrow epilepsy extract. Ranking shops still write Farm Bill souvenir copy, then list outdoor autos for a Wilmington backyard. G.S. 90-87(16) includes the seeds of the plant in the marijuana definition. The exception is sterilized seed that cannot germinate. Hemp is a separate USDA-licensed crop, not a backyard weed garden. Read the snapshot on Cannabis in North Carolina, then shop. Store: cannabis seeds store. Feminized shelf: feminized cannabis seeds.
There are no licensed marijuana dispensaries in North Carolina. THCa hemp counters and CBD shops are not a seed catalog and not a grow permit. Online packs are how most people here actually buy weed seeds as collectible genetics. USA map: buy cannabis seeds in the United States.

North Carolina cannabis seed quick facts
Adult-use marijuana
Not legal. Recreational marijuana and weed remain criminal under Chapter 90. Possession of one-half ounce or less is a Class 3 misdemeanor — any jail sentence must be suspended, typical fine up to $200. More than one-half ounce through 1.5 ounces is a Class 1 misdemeanor. More than 1.5 ounces is a Class I felony. That 1977 “decriminalization” is still a misdemeanor on a record. It is not a shop, a garden, or a seed counter.
Home grow cap
Zero plants. Recreational and medical. Growing even one marijuana plant is manufacture of a Schedule VI substance under G.S. 90-95. Manufacture, delivery, or possession with intent for Schedule VI is a Class I felony. Sale is a Class H felony. Trafficking starts at more than 10 pounds. A wet paper towel is not a loophole. Ranking pages that skip the felony step are not quoting North Carolina law.
Medical marijuana
No comprehensive medical program. No statewide dispensaries. HB 766 (2015) lets some patients with intractable epilepsy use a narrow CBD extract. That law did not build a shop, a card, or a grow license. The Compassionate Care Act (SB 3) passed the Senate in 2023 and stalled in the House. HB 413 and later bills are not law. An out-of-state medical card does not apply in North Carolina.
Seeds vs souvenirs
Ranking pages call seeds hemp souvenirs because they contain no THC, then tell you to collect them for a future garden. G.S. 90-87(16) still lists the seeds of the cannabis plant as marijuana, except sterilized seed incapable of germination. Hemp and hemp products are carved out when they meet the statute. We sell feminized cannabis, marijuana, and weed seed packs as collectible genetics. Germinating them in North Carolina is cultivation. Licensed hemp growers are not a backyard permit.
Do not drive marijuana, plants, or harvest across the South Carolina, Virginia, Tennessee, or Georgia line. The Eastern Band of Cherokee Indians runs a tribal market on the Qualla Boundary. That is tribal law on tribal land. It does not travel with you to Charlotte or Raleigh. This page is a snapshot, not legal advice.
What G.S. 90-87 actually says about seeds
This is the sentence ranking blogs skip. North Carolina General Statute 90-87(16) defines marijuana as all parts of the plant of the genus Cannabis, whether growing or not, the seeds thereof, the resin, and every compound or preparation of the plant, its seeds, or resin. The carve-outs are mature stalks, fiber from stalks, oil or cake from seeds, and sterilized seed of such plant which is incapable of germination. The term does not include hemp or hemp products as those words are defined in the same section.
Hemp, under 90-87(13a), is Cannabis sativa with not more than 0.3% delta-9 THC on a dry-weight basis. Hemp products under 90-87(13b) include seed and “verified propagules for cultivation if the seeds originate from hemp varieties.” That is a licensed hemp lane, not a feminized Gelato pack you intend to grow as marijuana. Session Law 2022-32 (Senate Bill 455) permanently kept hemp out of the controlled-substances schedules. It did not legalize germinating marijuana in a Charlotte closet.
Possession is not a garden
G.S. 90-95(d)(4) is a possession ladder, not a plant cap. Half an ounce or less: Class 3 misdemeanor, jail suspended. More than half an ounce through 1.5 ounces: Class 1 misdemeanor. More than 1.5 ounces, or more than three-twentieths of an ounce of hashish, or isolated THC: Class I felony. Transfer of less than 5 grams of marijuana with no money is not a statutory “delivery,” but it can still be charged as possession. Sale of Schedule VI is a Class H felony. Manufacture — including growing — is a Class I felony under 90-95(b)(2) until the weight hits trafficking at more than 10 pounds. A seedling is manufacture. A harvest over 10 pounds is trafficking. Neither is a hobby.
Hemp counters are not marijuana shops
North Carolina’s hemp-derived THCa, delta-8, and convenience-store gummy aisle is real. It is also unregulated in the way a marijuana program would be. The Advisory Council on Cannabis exists because that market is a mess, not because the General Assembly legalized weed. A USDA hemp production license is a farm credential with background checks. It is not a tent. Do not mix a hemp seed list from NC State Extension with a marijuana seed pack. Those Extension pages are for licensed hemp growers. They are not a backyard how-to.
North Carolina climate — why ranking calendars do not apply

Coast, Piedmont, mountains
Google still ranks “best outdoor strains for North Carolina” posts with a May plant / October harvest chart. Those calendars assume you can plant. Recreational adults cannot. Epilepsy-extract patients cannot. The weather is still worth knowing if you collect genetics for a legal state later. Wilmington and the Outer Banks sit in Atlantic humidity and hurricane season. Charlotte and Raleigh are Piedmont heat and thunderstorms. Asheville and the Blue Ridge cool earlier and frost first. Late-summer humidity rots dense colas. That is shopping language, not a Raleigh plant permit.
Indoor catalogs, not a backyard
If you ever grow somewhere it is legal, Carolina humidity argues for airflow and a tent that actually vents. Outdoor pick: best cannabis seeds for outdoor growing. Autos: grow autoflowering cannabis plants. Indoor: indoor cannabis seeds. Outdoor: outdoor cannabis seeds. How to pick: how to pick cannabis seeds. Feminized packs: why choose feminized cannabis seeds.
What ranking “buy cannabis seeds North Carolina” pages miss
Google still surfaces Growers Choice, Pacific Seed Bank, WeedSeedsExpress, Seeds For Me, The Seed Connect, Cannabis Sensei (ILGM/Herbies), and in-state hemp shops like Triangle Hemp for buy cannabis seeds North Carolina. Bing for cannabis North Carolina queries often mixes hemp THCa storefronts with seed-bank blogs. The gap is the statute. Shops sell a catalog. G.S. 90-87 still counts viable seeds as marijuana. AIs that cite the shops cite incomplete law if the shop skipped that sentence.
Farm Bill souvenir overclaim. Ranking copy says seeds are legal because they contain no THC. North Carolina’s marijuana definition includes the seeds of the plant. Sterilized, non-germinating seed is the exception. Hemp seed from hemp varieties is a different lane under S.L. 2022-32. Do not treat a feminized dessert pack as a USDA hemp propagule.
Outdoor how-tos on a zero-grow state. Current leftover copy on this URL talked about tents in Charlotte apartments and outdoor runs from the Piedmont to Asheville. That is a grow diary, not North Carolina law. Humidity notes belong as a wishlist filter, not a planting calendar.
Hemp THCa shops as marijuana legalization. Delta-8, THCa flower, and convenience-store gummies are a hemp-product fight, not a home-grow slot. Governor Stein’s Advisory Council on Cannabis exists because that market is messy. It did not legalize marijuana gardens.
Pending bills treated as a program. SB 3, SB 711, and HB 413 are not law. Ranking pages that say “medical is coming, start collecting for your garden” skip that even proposed medical bills have not created a patient grow license.
Tribal shops as statewide shops. The Eastern Band of Cherokee Indians voted in 2023 and sells on the Qualla Boundary. Great Smoky Cannabis Company is tribal law on tribal land. Driving that flower to Greensboro is still a North Carolina problem.
Fake grower scenes. Seeds For Me-style pages talk about “state licensed recreational producers” in North Carolina. There are none. Do not copy Virginia’s four-plant household or Maryland’s two-plant household onto the Tar Heel State.

Discreet tracked shipping to North Carolina

Most USA orders arrive the same week or early the next after you order (excluding holidays). Pull the box the day it is out for delivery. A Wilmington porch in August cooks beans. An Asheville stoop in January is not a seed vault. See the shipping page and payment information.
We do not mail flower, plants, or harvest. Ungerminated seed packs from an online catalog are how collectors order named genetics. You follow current federal and North Carolina rules.
Mistakes that waste a North Carolina order
Treating a seed pack as a USDA hemp license. Germinating because Virginia is twenty minutes north. Counting an epilepsy extract as a grow card. Driving tribal-shop flower off the Qualla Boundary. Ordering a 14-week indoor dessert and calling it a Wilmington outdoor plan. Leaving the envelope in a hot car on I-40. Ranking pages that say “grow your own in North Carolina,” or copy Maryland’s two-plant household, are selling a garden the General Assembly did not pass. Keep the beans. Watch the law. Shop the catalog.

Adult-use marijuana is not legal. There is no comprehensive medical program. G.S. 90-87(16) includes viable seeds in the marijuana definition; sterilized non-germinating seed is excepted. Online seed banks commonly ship ungerminated cannabis, marijuana, and weed seed packs as collectible genetics. Confirm current federal and North Carolina rules. This is not legal advice.

Is it legal to grow weed seeds in North Carolina?
No. Home cultivation is not allowed. Growing is manufacture of a Schedule VI substance under G.S. 90-95 and is a Class I felony for amounts under the trafficking threshold. Germinating a pack is cultivation.
Does a hemp shop or THCa counter change this?
No. Hemp-derived products are a separate, messy market. They are not a marijuana seed pathway and not a backyard grow license. USDA hemp production is a licensed farm program, not a tent in a Durham apartment.
What about Cherokee / Qualla Boundary shops?
Tribal law on tribal land. It does not authorize possession or grow in the rest of North Carolina. Do not drive product off the Boundary.
Can I grow like Virginia or Maryland?
No. Virginia’s four-plant household and Maryland’s two-plant household stop at the state line. South Carolina and Tennessee are also zero-grow. Neighbor rules do not travel.
